As a result of the rapid growth of York Region, the electricity supply infrastructure has been approaching, and in some cases exceeding, its planned capability. The OPA developed a recommendation on the best way to meet the growing need for power, and submitted it to the Ontario Energy Board, September 30, 2005.

The OPA's Supply Mix Advice and Recommendations report was delivered to the Minister of Energy in December 2005. The recommendations made in this report informed the Government in their directives for the development of the IPSP.
