Potential Sale of Environmental Attributes

On February 3, 2011, the Minister of Energy directed the Ontario Power Authority (OPA) to proceed with a pilot program to sell, track and audit the sale of a limited number of environmental attributes (EAs) from OPA contracted renewable energy facilities.  A link to the Directive can be found below.

The OPA is interested in obtaining input into the development of such a pilot program.

At this stage, the OPA is seeking stakeholder input in two key areas:

  • Policy development– input into the policy framework that will guide the sale of EAs including factors such as: market demand, definition of product, limitations on where/when EAs must be retired, certification and tracking, use of sale proceeds, etc.
  • Program development– input into the program design, the procurement process and resulting contract for the program manager, including factors such as: anticipated costs of running the program, appropriate revenue sharing and risk sharing arrangements, potential parties likely to participate in procurement, etc.

The OPA would like to encourage stakeholders to continue to provide feedback by Friday, February 11, 2011.  Additional comments provided after this date, will be continue to be considered as the program is being developed.
